ROGERS LAKE AUTHORITY   
MINUTES OF THE MEETING OF September 12, 2018  
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 PM on September 12th.  The following members were present: Dennis Overfield, Dick Smith, Robert Recor, Toni Phillips, and Mark Hastings.   Seven local attendees were also present. The minutes were typed by Nicole Krol.
The meeting of the Rogers Lake Authority was called to order at 7:32pm by Dennis Overfield.
The minutes from August were read aloud, Bob made a motion to accept the minutes, Toni second, the motion passed unanimously.
Lake Patrol
Lake patrol has come to an end, if the weather is nice this weekend the lake patrol will go out.  The RLA boat will be taken out of the lake by the end of the month.  An attendee expressed frustration with the boats and jet skis not following the lake rules.  The RLA only has so much power to enforce the rules of the lake.  The lake patrol phone worked well this summer.

Old Business
There is money in the Rogers Lake Ranger line item that can be shifted to the weed mats deployment plan.  Dennis will inquire whether the funds can be moved from one-line item to another.  The RLA would like to hire Sean from Plantasia Landscape, his rate is $30 per hours.  The board will adjust the weed mat program to fit the new plan of action.
Scott Fisher will provide a report making suggestions for future weed treatment, including treatment of the parrot feather weed should it resurface.  The application for future herbicide treatment will need to be processed.  
Dennis received the mid-season report from AER, overall there have been many improvements to the lake health.
Dennis reached out to the Yale professor regarding the alewives’ study, he has not received a response.  
Bob discussed the water quality testing results.  He spoke to LLH sanitarian, Danielle, she assured the Rogers Lake water samples were below the state minimum requirements.
The lab scientist for LLH said the results can vary depending on events occurring before the collection; rain, stormwater runoff, and low water turnover are contributing factors.  A sample taken on Monday, August 27, showed bacteria levels were at 620mpn/mL (very high bacterial level) A new sample was taken Wednesday, August 29th, with results showing 31mpn/mL (below bacteria levels set by the state), collection and testing is measured spring thru summer.  The town confirmed there is a geese patrol program in place to help with the geese problem at Haynes Park.  The geese contribute to the levels of bacteria found at Haynes Park.
The RLA board and other volunteers will meet Saturday, October 6th from 10am-1pm for the lake clean up, please meet at Dick’s house, 10am.  The dock removal may take place on the clean up day, the owner has offered to assist in the removal.  
New Business
The CT Federation of Lakes Conference is September 29th in East Haddam and October 13th in Danbury, tickets can be purchased online.
Schedule of fishing activities on the lake:
  • 9/15;  6:30 A.M. till 12:30 P.M. with 10 boats
  • 9/22;  6:30 A.M. till 2:30 P.M. with 9 boats
  • 9/23;  6:30 A.M. till 2:30 P.M. with 9 boats
  • 10/6;  7:00 A.M. till 3:00 P.M. with 15 boats

A motion to adjourn was made by Dick, Mark second, motion passed by unanimous vote.  The meeting ended at 8:30 PM.
